How is SHINE@ISS creating opportunities in Hong Kong?
SHINE@ISS helps young people with special educational needs (SEN) and disabilities build skills, confidence, and independence through training, mentoring, and meaningful employment opportunities. By connecting participants with real workplace experience and ongoing support, the programme creates long-term value for individuals, employers, and the wider community.
SHINE@ISS is designed to support young people with SEN through training, mentoring, and career opportunities. Developed in partnership with secondary schools and NGOs in Hong Kong, the programme helps participants prepare for work, gain practical experience, and build the confidence and skills needed for long-term employment.
The programme creates value for everyone involved. Young people with SEN gain greater independence and receive a full salary comparable to that of other placemakers. ISS and its customers benefit from the strengths these individuals bring to the workplace. The wider community also benefits, as the programme demonstrates what meaningful inclusion can look like in practice.
The programme begins with a three-week pre-employment training period. During this time, participants build essential workplace capabilities such as persistence, responsibility, and communication. They also develop daily living and work-readiness skills, such as travelling independently, using public transport, and having lunch with colleagues.
After the initial training period, participants move into on-the-job learning alongside internal classroom sessions. Guided by ISS’s vision of “Service with a Human Touch,” these sessions help participants strengthen both technical and interpersonal skills in a real work environment.
Participants receive ongoing support from trained on-site career mentors. These mentors guide development, support workplace integration, and help participants continue building confidence, capability, and independence throughout the programme.
After one year in SHINE@ISS, participants gain practical work experience, on-the-job training, soft-skills development, QF courses, and one-to-one mentoring. Many also show meaningful progress in self-efficacy, self-confidence, interpersonal skills, and personal responsibility, including financial independence.
The programme supports longer-term career development by combining practical experience with recognised qualifications, including QF Level 2. This gives participants a stronger foundation for future employment and a more sustainable career path.

ISS is committed to providing an additional 250,000+ placemakers and their families with access to recognised qualifications by the end of 2030, equipping them with skills for the workplaces of the future.
